Start With the Working Height

Most facility maintenance equipment decisions come down to one number. In general industry, OSHA requires protection for anyone on a walking-working surface 4 feet or more above a lower level (29 CFR 1910.28). Below that line, a step stool or low rolling ladder usually does the job. At or above it, you need a platform with rails, a fixed ladder with fall protection, or guarding at the open edge. Guardrails are required when the top rail sits 42 inches above the surface, give or take 3 inches, and has to hold 200 pounds applied downward or outward (1910.29).

Most maintenance teams cross the 4-foot mark doing the same types of jobs:

  • Changing high-bay lighting

  • Servicing HVAC and rooftop units

  • Reaching valves, gauges, and control panels

  • Loading and unloading trailers at the dock

  • Belt and filter work on overhead equipment

  • Stock picking above the second rack level

H2: Matching Equipment to the Space You Have

Two buildings with the same problem often need different warehouse safety equipment, and the deciding factor is usually the floor, not the task.

Fixed or Mobile

If the work takes place in one spot, a fixed ladder, stairway, or welded platform costs less over time. If it moves around, a rolling platform is the right call, but it has to stay put once someone is on it. Any mobile ladder stand or platform on wheels needs a system that impedes horizontal movement while occupied, and no one rides it while it moves (1910.23).

Rail Height and Load Rating

Platform height changes the rail requirement. Between 4 and 10 feet, handrails must be at least 36 inches tall with midrails. Above 10 feet, you need full guardrails plus toeboards on exposed sides and ends. Capacity is a separate question, and it should account for the heaviest person plus the tools and parts they carry up.

Material and Environment

Painted steel is the lowest cost and fine indoors. Aluminum makes sense where the unit is moved by hand or is used outside. Stainless steel is for wash-down areas, and anywhere corrosion would shorten the equipment's life.

  • Four feet. In general industry, OSHA requires that anyone on a walking-working surface 4 feet or more above a lower level be protected from falling (29 CFR 1910.28). That is lower than the 6-foot trigger many people remember, which comes from the construction standard. A guardrail system, a platform with rails, or a personal fall arrest system all satisfy the rule, and the choice usually comes down to how often the work is done and how many people do it.

  • No. Mobile ladder stands and platforms with wheels or casters must have a system that impedes horizontal movement while an employee is on the unit. The standard is explicit that no mobile ladder stand or platform moves while someone is on it (29 CFR 1910.23(e)). That means setting the brakes or lowering the outriggers before anyone climbs, and having the person come down before repositioning the unit.

  • Ladders must be inspected before first use each shift, and more often if conditions call for it, to catch visible defects that could cause injury (29 CFR 1910.23(b)). Any equipment with a structural defect must be tagged "Dangerous: Do Not Use" and removed from service until it's repaired or replaced. Platforms, walkways, and other walking-working surfaces fall under a broader rule: inspect regularly and as necessary, correct hazards before anyone uses the surface again, and guard the area if the repair has to wait (29 CFR 1910.22(d)).
